I've only skim read it, but I'm fairly sure that DNA on a scarf from 150 years ago is not quite "beyond reasonable doubt". Only proves that his DNA was on a scarf.
He does sound like the kind of weird cunt who would be capable though.

Kominski /Kosminski was consigned to an asylum and was only reported to be violent on ONE occasion.
He doesn't fit any profiling details and just seems to have been a loon.
He was at large between 1888 and 1891, so why no more murders?
It's bollocks, as usual. Plus, with providence of the shawl bring dodgy, unlikely to be evidential.
